Shriveled up Rogers would be from the future when Rogers is dead. That gun thing, as Zola put it, locked Rogers in his Time and Space, so as the Earth and the universe continue in time and space, shriveled up Rogers took over. When Sharon smashed the machine in that Lukin/Skull plot, Rogers was freed, and since the shriveled up body was taking Rogers place in the TandS continuum, Rogers was left bouncing around in his own time. That future thing he saw, looked like those tripod Martian machine from War of the Worlds. In that 90s Guardians of the Galaxy relaunch, the search of Captain America shield, those books revealed that Cap died fighting those alien invaders. His shield was stolen by Doc Doom and taken off world where over the centuries, rumors and talk led nearly everyone to believe the shield had super super magical powers.
