I'd like a fan perspective on this. What would you want the Captain America movie design to be? What should that costume look like? I'm a student of 3-D graphics, and have tried modelling Cap a few times, though never really got the perfect design, though they've come quite good at times. There are a few issues I'm looking at.
Cap's costume has chainmail, which we're quite familiar with, and the design varies across volumes. In V1, the chainmail isn't uniform, and only appears in some highlighted patches. I haven't seen too much of V2 (Heroes Reborn), but the few snaps I've seen don't have it. The chainmail is almost absent in V3, and few instances of its appearance show little chainmail. It's back in seasons four and five, and is very prominent, with a feather shape, and it looks like it's outside of his costume, not inside. Some posters have got cross-hatches as chainmail, which I find easier to work on. Do you want to see chainmail? And what kind?
Then there's the shading. I'd like to know the best mix of red, white and blue. Would you like to see a slightly shiny costume? I've often thought of giving the model a shading similar to what we're seeing in Spider-Man, Fantastic Four, Hulk and Iron Man, or on that side, costumes from the Batman movies. They're shiny (at times), possess comic-style proportions and cuts, and thus look very stylised, mixing comic-book exaggerations with real-world environment.
Finally, would you like to see something that looks like something straight out of the comics, like today's movie models, or something that looks like a strong man in a costume? I'm just looking for a few ideas.

Personally, I hate the heavy scales we've been seeing in books.
The chaimail likely is going to be hard to replicate. Officially it's a polymer chainmail. Essentially a bunch of small plastic rings strung together.
I don't know if that's going to look at all good on film.
I think they'd be wise to stick with the current trend of heavy leather looks to the uniform design, and go with as dark a pallet as you can and still be red white and blue.
I think Cap's coloring should be like the flag itself, a dark navey, Bright red and Bright Wihte, with most of his uniform dark blue.
The wings should be kept, as should the mask, and the mask should be form fitting.
I think the spiderman costume came out nice, with all the piping on the webs, so some texture is good for Cap, they just can't over do it.
As to design, I'm a traditionalist, so I think the standard look is o.k. for the body (even with the cavalier boots and gloves) but They're going to have to decide in the design phase if they can make the wings and Forehead A work.
I think the problem with the Cap Mask is, if you strip off the A and the Wings, and just make it a plain blue mask, the mask doesn't look good, but if you have wings hanging off the side of his head, well they look kind of silly too.
I'd say the wings need to be very close to the head, and be as areodynamic as possible.

The chain-mail would look good for texture. For the mask, some ridges (like the Snake-eyes mask in the upcoming GiJoe movie), to show some substance or hard surface like a specially made helmet. I like that brow over the eyes, gives him some seriousness (not too big that they can't light his eyes). The shield would have to be thinner and look lighter, that pastel colored version looked awful in the 90s movie, the Reb Brown's shield looked sleek, not too bulky and just looked great when he ran with it.
Have to have the feathers, it adds something to that dome, to make Cap look not bald. The wavy gloves and pirate boots, also adds to Cap's dynamic look, without using a cape.
In my opinion, no rubber suit, it just bunches when he moves an arm.

The problem with the chainmail is that it has to be believably felxible. that's easy in the comics, but I think it's going to be a bear in applicaiton.
You can have it as a mail shirt I guess, with a more traditional hero leotard underneath, but I think that also defeats the purpose. You don't want the mail to hang off him (as mail does) but if it's tight (like it is in the comic) it's not going to look like it can be flexible enough to handled the arcrobatics.
That's why I'm saying navey blue leather armor works. It has the requisite heft, while still being skinlike enough to imply flexibility.

I have a problem getting that chain mail texture here, and will fix it in a later update. The suit looks like one from a Burton/Schumacher Batman movie, and I did that so that it looks a little shiny. Do the colours look a little too bright to settle in a film? The choice of colours looks a lot like the design from Volume 3 of Captain America. I didn't make the shade of blue too dark, or the colour palette would look like that of the Captain suit, later worn by John Walker. Of course, this is CG, but this may be an idea of what the costume should look like. A Keaton-like costume may be thought of, so that they can cast an appropriate actor without worrying about body build.

Here is a GI-Joe influenced costume design, with some Fantastic Four elements as well. It's very modular, and was drawn on an actor of average build. I tried to add a little complexity to the suit for that purpose. As for the wings, we can make them more angular and straight-lined.
At the other end of the spectrum, here's a suit with muscles showing over a flat costume with no detail. As some can guess, this is influenced by the Flash costume from the 1990s series.
Would you leave the ears uncovered? That seems to be a bit of a safety risk. The animation design from the late-1990s Avengers show had those 'headphones' on his ears.

agreed the pants should look a little less like tights. solve that and the underwear problem and you're good to go
the military has kneedpads on their soldiers now.
that could be the beginning of some "armored" trousers, some inspiration if you will. But Cap still has to be flexible ... and no underwear over the trousers!!!! ha!!!

The GI Joe look is a nice blend of function and form, with a little Batman Begins thrown in, but as for the body armor, I remember seeing on Future Weapons on the History Channel a while back that there is a new type of body armor in development/already in the field called Dragon Skin. The first thing I thought when I saw it was that it was inspired by Cap's armor, and if not, would be perfect as far as the current comic book look goes (well, current as in, the last time we saw Steve in the present). All they need to do with that one is put wings on it.
Keep the stars on his shoulder, it's more soldier like.
Oh yeah, keep the gear, like Captain America better with gear.

Pole805 -- I think I agree with you. And as weird as cap might look with the wings, I think it looks weirder without them.
I can live with the stars on the shoulder. I also like the lines on the mask
