Who is the figure that Dr. Chin is speaking to? Maybe his wife or even Toro? And what does he mean when he says" I couldn't be the ONLY ONE to survive.." ? Hope some of you will put on your thinking caps and write some theories here.

I think that was supposed to be the Man with No Face (made fully solid, and being kept alive by the tech in the lab). And I think he was refering to the fact that like himself the Winter Soldier was a man out of Time, kept alive when in all likely hood he should have died back in the war. That's just my guess.
