I don't have a picture but I am looking to see if you guys have any idea what Issue# or at least any information that can help me in finding this comic.
The Cover
It features Captain America in an upside down position tied up I believe and looks to be underwater.
The issue could be from anywhere between 2008-2010 but I am just not too sure. I'm new to this whole comic book thing so I don't know how to find out. If anyone can help that would be great!

Issue 8 of that series also had a Captain America main story (possibly by the same writer?), and the follow up series of that book also had a few Captain America issues.
