Is there an American in the Harry Potter films?  I mean, there are an Irish soldier and an French soldier in Cap's team.  Plus, Peggy Carter is a British agent.  Shouldn't HP have an American onboard?

I was watching the Harry Potter specials on the Bio Channel the other night and the director of the first two films and producer Chris Columbus (an American) talked about JK Rowling having two big concerns about Warner Brothers turning her books into films and one of them was keeping it English rather than American-fied. Maybe one of the ways to do that was to have an All-English cast? It certainly seems like they've employed every prominent UK actor. And I'm sure Rowling's bank account didn't mind American dollars.

But I hear what you are saying. Star Trek and Star Wars were not American-Only. The American film industry and the country as a whole opens its self up to other nations. It would be nice if other countries did the same (although the UK pop has along with many other European countries to immigration. Maybe I just never hear about it for Asian and African countries).

A few Jackie Chan movies (The ones he did before Rush Hour movies) made in China had European and American Actors. Enter the Dragon was an American movie, but the other 4 Bruce Lee movies were made and funded by China and had many non-asian actors. Chuck Norris was in Return of the Dragon.

Given that China makes 100 times more movies than Hollywood, there's going to be lots of non-asians actors appearing in them.

Were those made by Hong Kong before the hand over to China? Apparently, now, China only lets in a small number of foreign films into its film market. So maybe by adding non-Chinese actors into a Chinse production might be one way around that. And then Hong Kong might have its own set of rules.

Forget 'an American student in Harry Potter', ...  London's famous wax museum, Madame Tussaud is having a life-size Captain America figure:
