I had heard officially Stan only makes cameo's in films of characters that he had created, and as such wouldn't be in the Cap film as that was on character he didn't create.
Generally speaking if Stan is in a film he'll be in a non speaking role, only in the FF did he have lines (first as Willie Lumpkin, then as himself at the wedding of Reed and Sue) beyond that he's usually a hot dog vendor, or a random citizen.
All that said, a good role for Stan in the Avengers film (when Cap comes back ) would be as an old WWII buddy Cap seeks out to be with folks from his own time, or even just a guy in the background at the VA.
As to the Cap Movie itself if they were to put Stan in it,Personally, I always wanted to see a scene where a pre serum Steve Rogers tries to get a job at Timely and being rejected as too controversial (I'd always imagined him having some familiar artwork in his portfolio depicting a patriotic hero punching out Hitler)playing the cantakerous old editor would be a great job for Lee.
Of course I doubt we're going to get that much back story on Steve, so that puts you back to hot dog vendor. A good spot there to highlight the outrageous prices of the 1940's with 2 cents for a hot dog (three if you want onions).
