According to SuperHeroHype, Tommy Lee Jones has joined the cast as General Phillips.

Also, they have a video interview with Hayley Atwill. She talks about the Cap movie in the 2nd half. And she gets extra points in my book for admitting that even she didn't know what the new Prisoner was about and she was in it.

I think T.L Jones will be excellent in the role of General Phillips.
